Writing the GENIUS Act rulebook
The GENIUS Act, the US federal stablecoin law signed on 18 July 2025, directed each primary federal payment stablecoin regulator to issue implementing regulations within one year. Through 2026 the OCC, Treasury, FDIC and other agencies published proposals and sought comment; banking groups asked for more time and a group of senators asked Treasury not to leave states out. The one-year rulemaking deadline passed on 18 July 2026 without final regulations, and the statute takes effect in January 2027.

The US market-structure fight: who regulates crypto
The Digital Asset Market Clarity Act would set out how US digital assets are overseen. Through July 2026 Senate negotiators circulated successive working drafts, adding protections for software developers and an ethics provision barring the president, members of Congress and federal judges from being paid to issue or sponsor digital assets while in office, lapsing in 2029. Industry groups pressed for a floor vote; some Senate Democrats objected to how the ethics rule would be enforced.

Crypto firms go to the OCC for a bank charter
Crypto and fintech firms applied to the US Office of the Comptroller of the Currency for national bank and national trust charters. Large banks, through the Bank Policy Institute, said the charters grant bank-like standing without bank-like supervision and weighed suing the regulator. In July 2026 Circle became the first stablecoin issuer to convert a conditional approval into a final one.
